Watch Your Government in Action: A Guide to the 58th Legislature

The Idaho Legislature is a "citizen legislature," meaning your representatives are your neighborsβ€”farmers, business owners, and teachers who gather in Boise for three months each year to shape the future of our state. Transparency is the backbone of this process. Whether a bill is being debated for the first time in a basement committee room or facing a final vote on the Senate floor, you have a front-row seat.

Use the sections below to navigate the different "stages" of a bill’s journey.

How to Navigate the Statehouse Streams

To find the right video feed, it helps to know where a bill is at in the process.

The Legislature is organized into three main types of meetings:

1. The Chambers: Final Debates & Voting

The Senate and the House of Representatives are the "Main Stages." This is where all 105 legislators gather for "Floor Sessions" to engage in final debates and cast their official votes.

  • Watch these if: You want to see Senator Ruchti debating a bill on the floor or see how the full body votes on a piece of legislation.

2. Policy Committees: Where Your Voice is Heard

Before a bill ever reaches the floor, it must pass through a Standing Committee (like Education, Health & Welfare, or Judiciary). These meetings take place in the smaller hearing rooms in the East and West Wings of the Capitol.

Watch these if: You want to hear public testimony, expert presentations, and the "nitty-gritty" debate where bills are often amended or improved.

3. JFAC: The "Powerhouse" Budget Committee

The Joint Finance-Appropriations Committee (JFAC) is a unique, 20-member team of both Senators and Representatives. They meet in the historic Lincoln Auditorium (WW02) to write the state’s budget and decide how your tax dollars are spent on schools, roads, and public safety.

Watch these if: You want to see how Idaho manages its $5B+ state budget and how specific state agencies are funded.

Finding the Right Room

The Capitol is split into two wings. If you are looking for a specific committee hearing, check the room number on the daily agenda

"EW" Rooms (East Wing): Generally host House Committee meetings.

"WW" Rooms (West Wing): Generally host Senate Committee meetings.

"WW02" (Lincoln Auditorium): The main hub for JFAC and high-profile public hearings.
